As a consequence of a European Union directive on payment services - Payment Services Directive (PSD 2) aka Directive (EU) 2015/2366 - in the future it will only be allowed to use fuel cards for goods and services related to mobility.
The implementation of this directive might vary between countries, both timing wise as well as in some specifics.

Purchases in the shops no longer allowed with the fuel card
Shop articles - goods for the driver - will no longer be permitted as purchases with a fuel card. This implies that goods not related to vehicle operation but widely available at petrol stations including sandwiches, drinks, fruits, yogurt, cigarettes, groceries … shall not be available for purchase with a fuel card.
When the directive becomes effective depends on the various countries of the European Union.
